First Digital Signature Contract Signed Over the Internet in New York / Votation.com Signs Agreement with Aegis Software Adding New Critical Application to E-Co

NEW YORK and GARDEN CITY, N.Y. (PROTEXT) - Following GovernorGeorge Pataki's signing of the New York State Technology Law, thefirst known legally binding electronically executed contractbetween private companies was signed at 10:30 am today. Thesignatories to the agreement are Votation.com, Inc, and AegisSoftware Inc., both leading New York technology companies. Theservices agreement between the two firms was signedcontemporaneously in Garden City, NY and in Manhattan at therespective offices of Votation.com and Aegis Software. "Legalization of digital signatures represents an importantmilestone in our country's acceptance and use of electroniccommerce," said Joe Mohen, CEO of Votation.com, as he cast hisdigital signature on the agreement. "In addition, digitalsignatures will be an important contributor in reducing the costof government, as well as facilitating and providing adequatesecurity for elections over the Internet." "This event is important for the New York Internet community,"said Stanley Adelman, President of Aegis Software Inc., as hesigned the agreement between his company and Votation.com. "Trustand security must be the basis for any Internet infrastructure,transaction or communication." Today's contract signing over the Internet was made possibleby the recently passed New York Technology law, Chapter 57-Aentitled, "State Technology Law." The first article of the law,the "Electronic Signature and Records Act," provides for generallegal authorization to use electronic signatures and records. Forelectronic commerce to reach its full potential, the first stepexpressly provides that electronic signatures are valid andlegally binding. This bill, S.6113, sponsored by Senator KempHannon in the State Senate, and A.903 1, sponsored by Assembly-man Albert Vann in the State Assembly, were passed on August 5,1999, and recently signed into law by Governor Pataki.
